It's easy to ignore a phone call—especially from an unknown number—or delete an email without looking past the subject line. Even physical letters get thrown out without being opened. But nearly everyone will quickly open and read a text. Surveys have repeatedly found text message open rates can range from around 90 to 98 percent. And now, debt collectors that are serious about streamlining operations and connecting with consumers via their preferred channel can integrate text messaging into their process. Learn more Using text messages in debt collection It's been a couple of years since the Consumer Financial Protection Bureau (CFPB) revised Regulation F, which implements the Fair Debt Collection Practices Act (FDCPA). The ruling was effective starting November 2021 and confirmed that debt collectors could use emails, text messages and other digital communication channels. Businesses in many other industries have been communicating with customers by text for years. At a high level, the changes to Regulation F allow debt collectors to add new outreach methods to their debt collection tools. However, even with the go-ahead to communicate via text, strategy and compliance must be top of mind. WATCH: Webinar: Keeping pace with collections compliance changes The move to digital debt collections Incorporating text messaging could be part of a larger shift toward digitizing operations. Some debt collection agencies are also using artificial intelligence, big data and automation to help verify consumers' contact information, assist call center agents and follow up with consumers. As the Experian 2022 Global Insights Report reports, 81 percent of consumers think more highly of brands if they have a positive online experience with that brand that involves multiple digital touchpoints. And over half of consumers trust organizations that use AI.1 Your website or mobile app is an important starting point. And digital tools, such as chatbots that can answer common questions and virtual negotiators offering payment plans, could be part of that experience. Your automated and manual text message outreach could also be increasingly important in the coming years. The benefits of debt collection text messages A text message strategy can be part of an omnichannel approach, and it offers debt collectors a few distinct benefits: Get direct access to consumers who will likely see and read your messages. Allow consumers to respond and ask questions via a channel that may be easier or more comfortable for them than a phone call. Start a two-way dialogue and build rapport. Save time by texting multiple consumers simultaneously and automating responses to common questions. However, collection agencies also need to beware of the potential drawbacks. Consumers might see your texts as a nuisance if you frequently send messages or if you're messaging people who truly can't afford a payment right now. Many consumers are also rightly wary of scammers texting them and asking them to click on a link. You'll want to carefully think through your messaging strategy. Starting by getting consent to send a text message while you're on the phone or when the consumer fills out a form online—and then immediately sending a text with an opt-in—can help overcome this potential barrier. How to leverage debt collection text messages Sending payment requests via text to consumers who have a high propensity to repay, and including a link to self-service payment portals, could offer a quick and easy win. However, it may be best to think through how you'll use text messaging to optimize your outreach rather than replace other communication channels. WATCH: Webinar: Adapting to the new collections landscape Perhaps you've spoken directly with someone and helped them set up a payment plan. You could now use automated texts to remind them of upcoming payment due dates and thank them for their payments. It's a simple way to test the water without sending debt collection-related messages that may fall under stricter regulatory requirements. Staying compliant while texting As part of a highly regulated industry, debt collection agencies must consider compliance. And it's especially important to consider when trying new technology that directly interacts with consumers. Laws and rulings may change, and it's important to consult your counsel before making any decisions or implementing a text message strategy. However, at a high level, the Regulation F requires debt collectors to: Prioritize capturing consent.You must obtain direct consent from a consumer or indirect consent from an original creditor that got the consumer's consent. The initial communication before sending a text or email must be written. Debt collectors that use specific procedures for obtaining consent may receive safe harbor protections against inadvertent disclosures to third parties. Make opting out easy. You must send consumers a clear and conspicuous opt-out notice and offer them a reasonable and simple method to opt out of text messaging or other electronic communications. Debt collectors must identify when they receive an opt-out request, even if the request doesn't follow their specific instructions. For example, if a consumer sends “end," you may need to recognize that as an opt-out even if your opt-out instructions tell them to send “stop." Continue complying with FDCPA harassment guidelines. There's no specific federal limit on how often you can text consumers. However, you'll still need to comply with the FDCPA's general rules regarding harassment and contacting consumers at convenient times. In general, you may want to send texts between 8 a.m. and 9 p.m. local time (for the consumer), unless they request a different time. Limiting how many texts you send can also improve consumers' experiences and may lead to better long-term results. Reconfirm consent every 60 days. Even if consumers don't opt out, the implied or expressed consent you received could only be valid for 60 days. To continue texting a consumer, you may need to have them reconfirm their consent or use a complete and accurate database to confirm that their phone number was not reassigned.2 You may also be subject to more stringent state or local laws. For instance, Washington State laws might prohibit debt collectors from sending more than two texts in a day.3 And Washington, D.C. forbids debt collectors from initiating communications with consumers via written or electronic communications (including text messages) during and for at least 60 days following a public health emergency. With consumers having more banking options than ever before, loyalty has become the most valuable currency for financial institutions (FI). As fintechs and big tech companies continue to roll out innovative banking and payment options, traditional FIs must rethink their strategies to drive new business, retain existing customers and remain competitive. According to a recent Mintel report, rewards, transparency and customer service are the top three constants when it comes to building loyalty. Here’s how financial institutions can deliver on these fronts to create and maintain lasting customer relationships: Rewards programs and incentives Rewards have long been a key customer retention strategy, with 39% of consumers stating they would remain loyal to their financial service providers if they offered incentives and rewards. While traditional rewards programs that offer points or cash back on everyday purchases remain popular, many companies are expanding beyond the conventional rewards structure to attract new customers and stand out from the competition. For example, one California-based startup enables its cardholders to earn points at every winery, wine club or wine shop, while a health and wellness company rewards its cardholders with extra cash back when they meet their weekly fitness goals. To build and maintain customer loyalty, FIs can follow suit by incentivizing positive financial behavior, such as offering points to customers when their credit score increases or when they reach their monthly savings goal. Being rewarded for improving their financial health can encourage customers to continue making positive and responsible financial decisions. When customers see how much their financial institution invests in their financial well-being, they are more likely to remain loyal to the brand. Nurturing existing customers through rewards programs is also more cost-effective than acquiring new ones. Rewards program members spend 5-20% more than non-members on average, which not only covers operating costs but leads to increased sales and revenue. Transparency over fees Beyond rewards programs and incentives, many FIs have created innovative tools to help customers avoid overdraft fees, such as real-time alerts for low balances. To take it a step further, some have eliminated these fees altogether. While overdraft fees can be an easy source of revenue for financial institutions, they are a pain point for customers, especially for those who are financially vulnerable. Rather than continuing to be saddled with hefty penalties, customers are likely to switch to providers that are more upfront about their fees or have eliminated them outright. To avoid losing current and prospective customers to new competition, FIs need to be more transparent and work toward establishing fairer practices. Quick, friendly, and accessible customer service With today’s consumers having increased expectations for easy, convenient and accessible customer service, many FIs have refined their strategies by becoming digital-first. When customers have a question or concern, they can engage with financial institutions at any time through digital channels, including chat, email or social media. Being accessible at any hour of the day to assist their customers provides FIs with a great opportunity to build trust, loyalty and a positive reputation. Generation Z has money on their minds, and as their appetite for personal finance grows, financial institutions better be ready. Accounting for 40% of all U.S. consumers, Gen Z is comprised of digital natives with little to no memory of the world as it existed before smartphones, social media and the internet. Aside from growing up in a tech-saturated world, Gen Zers are also socially conscious and determined to take control of their financial futures. According to Credit Union Times, Gen Zers wield a purchasing power of more than $143 billion, which is projected to increase by more than 70% in the next five years. What do these insights mean for financial institutions? As the newest and soon-to-be largest cohort of consumers, Gen Zers represent an enormous opportunity for growth. While establishing a relationship with Gen Z now is key to creating lifelong customers, the same approaches used to capture previous generations may not be as effective with this younger cohort. To successfully reach and acquire Gen Z consumers, financial institutions must recognize their unique needs, preferences and experiences. Here are some key trends and preferences to consider: They live and breathe social media. According to Mintel, 99% of Gen Z adults and teens are active social media users. Despite this percentage of Gen Zers on social media, credit card issuers spent 94% of their media budget on direct mail from January 2019 to May 2021. This highlights the need for financial institutions to recognize social media as a powerful and necessary marketing vehicle. As a fast-growing consumer group with massive spending power, Gen Z makes for valuable customers, but are being missed by current marketing strategies. While direct mail is popular among millennials, financial institutions must recognize Gen Z’s preference for social media and pivot themselves to effectively reach them. By leveraging both social media and direct mail, financial institutions can dramatically increase their reach and acquire a wider pool of consumers. They want to be financially literate. Concepts like budgeting, investing and credit building can seem daunting to Gen Zers, especially if they lack the proper guidance and resources to get started. According to a NerdWallet survey, 41% of Gen Zers feel anxious about their personal finances, while 40% feel nervous and confused. To add onto their worries, older Gen Z members may have witnessed their parents struggle financially during the Great Recession or have seen millennials burdened with student loan debt. For fear of facing the same challenges as their predecessors, Gen Zers have shown great interest in taking control of their financial lives and becoming financially literate. In response to this desire for financial education, many banks and credit card issuers have taken an educational approach in their marketing by using infographics and ‘how-to’ guides to teach Gen Z about the basics of personal finance. Offering educational resources not only gives Gen Zers the confidence to make financial decisions, but it gives financial institutions the opportunity to build an early connection with this consumer group. Many banks and credit card issuers are also positioning themselves as companies Gen Zers can “grow with.” By not limiting their products to a specific life stage, these financial institutions seek to grow alongside the consumer so that they remain loyal customers even when their needs and lifestyles change. They care about what brands stand for. According to Mintel Trend Buydeology, Gen Z consumers are passionate about the causes close to their hearts and are more likely than other generation to pay a higher price for brands that support the causes they care about. With this in mind, financial institutions must prove they are authentic, socially responsible and committed to serving their communities. To resonate with Gen Z consumers and align with their preferences, financial institutions should educate themselves about social issues, take part in meaningful discussions both on and offline, and develop innovative strategies to drive real impact and change. No one can deny that the mortgage and real estate industries have been uniquely affected by COVID-19. Social distancing mandates have hindered open house formats and schedules. Meanwhile, historically low-interest rates, pent-up demand and low housing inventory created a frenzied sellers’ market with multiple offers, usually over-asking. Added to this are the increased scrutiny of how much borrowers will qualify and get approved for with tightened investor guidelines, and the need to verify continued employment to ensure a buyer maintains qualifying status through closing. As someone who’s spent more than 15 years in the industry and worked on all sides of the transaction (as a realtor and for direct lenders), I’ve lived through the efforts to revamp and digitize the process. However, it wasn’t until recently that I purchased my first home and experienced the mortgage process as a consumer. And it was clear that, for most lenders, the pandemic has only served to shine a light on a still somewhat fragmented mortgage process and clunky consumer experience. Here are three key components missing from a truly modernized mortgage experience: Operational efficiency Knowing that the industry had made moves toward a digital mortgage process, I hoped for a more streamlined and seamless flow of documents, loan deliverables and communication with the lender. However, the process I experienced was more manual than expected and disjointed at times. Looking at a purchase transaction from end to end, there are at least nine parties involved: buyer, seller, realtors, lender, home inspectors/inspection vendors, appraiser, escrow company and notary. With all those touchpoints in play, it takes a concerted effort between all parties and no unforeseen issues for a loan to be originated faster than 30 days. Meanwhile, the opposite has been happening, with the average time to close a loan increasing to 49 days since the beginning of the pandemic, per Ellie Mae’s Origination Insights Report. Faster access to fresher data can reduce the time to originate a mortgage. This saves resource hours for the lender, which equates to savings that can ultimately be passed down to the borrower. Digital adoption There are parts of the mortgage process that have been digitized, yes. However, the mortgage process still has points void of digital connectivity for it to truly be called an end-to-end digital process. The borrower is still required to track down various documents from different sources and the paperwork process still feels very “manual.” Printing, signing and scanning documents back to the lender to underwrite the loan add to the manual nature of the process. Unless the borrower always has all documents digitally organized, requirements like obtaining your W-2’s and paystubs, and continuously providing bank and brokerage statements to the lender, make for an awkward process. Modernizing the mortgage end-to-end with the right kind of data and technology reduces the number of manual processes and translates into lower costs to produce a mortgage. Turn times are being pushed out when the opposite could be happening. A streamlined, modernized approach between the lender and consumer not only saves time and money for both parties, it ultimately enables the lender to add value by providing a better consumer experience. Transparency Digital adoption and better digital end-to-end process are not the only keys to a better consumer experience; transparency is another integral part of modernizing the mortgage process. More transparency for the borrower starts with a true understanding of the amount for which one can qualify. This means when the loan is in underwriting, there needs to be a better understanding of the loan status and the ability to better anticipate and be proactive about loan conditions. Additionally, the lender can profit from gaining more transparency and visibility into a borrower’s income streams and assets for a more efficient and holistic picture of their ability to pay upfront. This allows for a more streamlined process and enables the lender to close efficiently without sacrificing quality underwriting. A multitude of factors have come into play since the beginning of the pandemic – social distancing mandates have led to breakdowns in a traditionally face-to-face process of obtaining a mortgage, highlighting areas for improvement. Can it be done faster, more seamlessly? Absolutely. In ideal situations, mortgage originators can consistently close in 30 days or less. Creating operational efficiencies through faster, fresher data can be the key for a lender to more accurately assess a borrower’s ability to pay upfront. At the same time, a digital-first approach enhances the consumer experience so they can have a frictionless, transparent mortgage process. With technology, better data, and the right kind of innovation, there can be a truly end-to-end digital process and a more informed consumer. Learn more

In today’s age of digital transformation, consumers have easy access to a variety of innovative financial products and services. From lending to payments to wealth management and more, there is no shortage in the breadth of financial products gaining popularity with consumers. But one market segment in particular – unsecured personal loans – has grown exceptionally fast. According to a recent Experian study, personal loan originations have increased 97% over the past four years, with fintech share rapidly increasing from 22.4% of total loans originated to 49.4%. 2019 is here — with new technology, new regulations and new opportunities on the docket. What does that mean for the financial services space? Here are the five trends you should keep your eye on and how these affect your credit universe.   1. Credit access is at an all-time high With 121 million Americans categorized as credit-challenged (subprime scores and a thin or nonexistent credit file) and 45 million considered credit-invisible (no credit history), the credit access many consumers take for granted has appeared elusive to others. Until now. The recent launch of Experian BoostTM empowers consumers to improve their credit instantly using payment history from their utility and phone bills, giving them more control over their credit scores and making them more visible to lenders and financial institutions. This means more opportunities for more people. Coupled with alternative credit data, which includes alternative financial services data, rental payments, and full-file public records, lenders and financial institutions can see a whole new universe. In 2019, inclusion is key when it comes to universe expansion goals. Both alternative credit and consumer-permissioned data will continue to be an important part of the conversation.   2. Machine learning for the masses The financial services industry has long been notorious for being founded on arguably antiquated systems and steeped in compliance and regulations. But the industry’s recent speed of disruption, including drastic changes fueled by technology and innovation, may suggest a changing of the guard. Digital transformation is an industry hot topic, but defining what that is — and navigating legacy systems — can be challenging. Successfully integrating innovation is the convergence at the center of the Venn diagram of strategy, technology and operations. The key, according to Deloitte, is getting “a better handle on data to extract the greatest value from technology investments.” How do you get the most value? Risk managers need big data, machine learning and artificial intelligence strategies to deliver market insights and risk evaluation. Between the difficulty of leveraging data sets and significant investment in time and money, it’s impossible for many to justify. To combat this challenge, the availability and access to an analytical sandbox (which contains depersonalized consumer data and comparative industry intel) is crucial to better serve clients and act on opportunities in lenders’ credit universe and beyond. “Making information analysis easily accessible also creates distinct competitive advantages,” said Vijay Mehta, Chief Innovation Officer for Experian’s Consumer Information Services, in a recent article for BAI Banking Strategies. “Identifying shifts in markets, changes in regulations or unexpected demand allows for quick course corrections. Tightening the analytic life cycle permits organizations to reach new markets and quickly respond to competitor moves.” This year is about meaningful metrics for action, not just data visualization.   3. How to fit into the digital-first ecosystem With so many things available on demand, the need for instant gratification continues to skyrocket. It’s no secret that the financial services industry needs to compete for attention across consumers’ multiple screens and hours of screen time. What’s in the queue for 2019? Personalization, digitalization and monetization. Consumers’ top banking priorities include customized solutions, omnichannel experience improvement and enhancing the mobile channel (as in, can we “Amazonize” everything?). Financial services leaders’ priorities include some of the same things, such as enhancing the mobile channel and delivering options to customize consumer solutions (BAI Banking Strategies). From geolocation targeting to microinteractions in the user experience journey to leveraging new strategies and consumer data to send personalized credit offers, there’s no shortage of need for consumer hyper-relevance. 33 percent of consumers who abandon business relationships do so because personalization is lacking, according to Accenture data for The Financial Brand. This expectation spans all channels, emphasizing the need for a seamless experience across all devices.   4. Keeping fraudsters out Many IT professionals regard biometric authentication as the most secure authentication method currently available. We see this technology on our personal devices, and many companies have implemented it as well. Biometric hacking is among the predicted threats for 2019, according to Experian’s Data Breach Industry Forecast, released last month. “Sensors can be manipulated and spoofed or deteriorate with too much use. ... Expect hackers to take advantage of not only the flaws found in biometric authentication hardware and devices, but also the collection and storage of data,” according to the report.   5. Regulatory changes and continued trends  Under the Trump Administration, the regulatory front has been relatively quiet. But according to the Wall Street Journal, as Democrats gain control of the House of Representatives, lawmakers may be setting their sights on the financial services industry — specifically on legislation in response to the credit data breach in 2017. The Democratic Party leadership has indicated that the House Financial Services Committee will be focused on protecting consumers and investors, preserving sector stability, and encouraging responsible innovation in financial technology, according to Deloitte. In other news, the focus on improving accuracy in data reporting, transparency for consumers in credit scoring and other automated decisions can be expected to continue. Reinventing Identity for the Digital Age Electronic Signature & Records Association (ESRA) conference I recently had the opportunity to speak at the Electronic Signature & Records Association (ESRA) conference in Washington D.C.  I was part of a fantastic panel delving into the topic, ‘Reinventing Identity for the Digital Age.’  While certainly hard to do in just an hour, we gave it a go and the dialogue was engaging, healthy in debate, and a conversation that will continue on for years to come.  The entirety of the discussion could be summarized as: An attempt to directionally define a digital identity today The future of ownership and potential monetization of trusted identities And the management of identities as they reside behind credentials or the foundations of block chain Again, big questions deserving of big answers. What I will suggest, however, is a definition of a digital identity to debate, embrace, or even deride.  Digital identities, at a minimum, should now be considered as a triad of 1) verified personally identifiable information, 2) the collective set of devices through which that identity transacts, and 3) the transactional (monetary or non-monetary) history of that identity. Understanding all three components of an identity can allow institutions to engage with their customers with a more holistic view that will enable the establishment of omni-channel communications and accounts, trusted access credentials, and customer vs. account-level risk assessment and decisioning. In tandem with advances in credentialing and transactional authorization such as biometrics, block chain, and e-signatures, focus should also remain on what we at Experian consider the three pillars of identity relationship management: Identity proofing (verification that the person is who they claim to be at a specific point in time) Authentication (ongoing verification of a person’s identity) Identity management (ongoing monitoring of a person’s identity) As stronger credentialing facilitates more trust and open functionality in non-face-to-face transactions, more risk is inherently added to those credentials.  Therefore, it becomes vital that a single snapshot approach to traditionally transaction-based authentication is replaced with a notion of identity relationship management that drives more contextual authentication.  The context thus expands to triangulate previous identity proofing results, current transactional characteristics (risk and reward), and any updated risk attributes associated with the identity that can be gleaned. The bottom line is that identity risk changes over time.  Some identities become more trustworthy … some become less so.  Better credentials and more secure transactional rails improve our experiences as consumers and better protect our personal information.  They cannot, however, replace the need to know what’s going on with the real person who owns those credentials or transacts on those rails.  Consumers will continue to become more owners of their digital identity as they grant access to it across multiple applications.  Institutions are already engaged in strategies to monetize trusted and shareable identities across markets.  Realizing the dynamic nature of identity risk, and implementing methods to measure that risk over time, will better enable those two initiatives.
