Ohio HB 96 Change Notification

This bill introduces a new fee, called the Technology and Customer Service Fee.  The fee is 0.15% of taxable wages.  It will be added to the employer’s annual unemployment UI Tax Rate Determination, starting in 2026, and will paid as part of the contributions owed.  This fee will be paid first, then the Mutual Tax, and finally the contributions owed.

Effective Date

January 1, 2026

Ohio House Bill 96 Implication to Stakeholders

This increases taxes for employers in the state of Ohio.  And the amount paid will not be used for the calculation of the tax rate.  Instead, it will be syphoned into the account set up to administer the Technology and Customer Service Fee.

Recommended Action

Employers should be aware of this new surcharge with goes into effect with the 2026 unemployment tax rates in Ohio and continues through the 2027 unemployment tax rate determinations.
