Maryland HB 350 Change Notification

This measure appropriates $136,549,258 for fiscal year 2026 to the Division of Unemployment Insurance. Of this appropriation, $33,000,000 is contingent on the enactment of legislation establishing an administrative fee for unemployment insurance. The administrative fee was included in House Bill 352 which also passed and was signed by the Governor.

Effective Date

January 1, 2026


Maryland House Bill 350 Implication to Stakeholders

The administrative fee will be carved out of employers’ tax rate which means that percentage of taxes paid will not be used in calculating employers’ tax rates going forward. This may have a negative impact on tax rates in the future but it is too soon to tell.

Recommended Action

When 2026 unemployment tax rates are issued by the state of Iowa, pay close attention to the tax rate and the administrative fee.
