Scaling Small Business Lending: A CRO Playbook

by Gary.Stockton@experian.com 9 min read October 28, 2026

How risk leaders can grow SMB portfolios without sacrificing credit quality, profitability, or peace of mind

Small business lending has never been more attractive, or more challenging. Small businesses account for a significant share of economic growth and innovation, and demand for capital remains strong.

The opportunity for small business lenders is significant. SBA lending reached record levels in fiscal year 2025, with approximately $45 billion in 7(a) and 504 loans granted to more than 85,000 small businesses1. At the same time, access to credit remains selective: Federal Reserve survey data cited by The World Data shows that 41% of small business financing applicants received all the financing they sought in 2024, compared with 62% in 2019. For CROs, those trends underscore the opportunity—and the challenge. Growing an SMB portfolio isn’t simply about approving more applicants; it’s about using better data, segmentation and risk analytics to identify where an institution can responsibly extend more credit while maintaining portfolio discipline.

At the same time, lenders face a more complex operating environment than they did even a few years ago. A rapid rise in sole proprietors, economic uncertainty, rapid shifts in borrower behavior, increased competition from fintechs, and evolving customer expectations have fundamentally changed the way lenders approach growth. Not to mention navigating evolving compliance requirements while being expected to adopt AI/ML.

For Chief Risk Officers, this creates a difficult balancing act.

The business wants faster decisions. Product teams want higher approval rates. Executives want portfolio growth. Yet the CRO remains responsible for ensuring that growth does not come at the expense of portfolio performance.

The good news is that scaling small business lending does not require choosing between growth and risk management.

The most successful lenders are proving that it is possible to expand SMB portfolios while maintaining discipline. They do so by combining better segmentation, smarter decisioning, continuous monitoring, and advanced analytics into a unified growth strategy.

This is the modern CRO playbook.

Why SMB Lending Growth Feels Riskier Than Ever

Today’s small business environment looks very different than it did a decade ago.

Many lenders are facing:

  • Greater macroeconomic uncertainty
  • Increased sector-level volatility
  • Faster credit cycles
  • Growing competition from digital-first lenders
  • Higher borrower expectations for speed and convenience
  • Greater volume of data availability, requires lenders to identify which signals are meaningful

At the same time, many SMB portfolios include businesses with limited operating histories, thin commercial credit files, or evolving cash flow profiles.

This means traditional approaches to growth, loosening policy, expanding approvals, or increasing exposure limits can create unintended risk if not supported by deeper visibility and stronger controls.
For CROs, the challenge is no longer simply approving more businesses. It is identifying which businesses represent sustainable growth opportunities and which may become future portfolio problems.

Pillar One: Smarter Segmentation

Many lenders segment borrowers using broad categories such as industry, revenue, or business age. While useful, these categories rarely tell the full story.

Modern segmentation combines:

  • Commercial credit behavior
  • Business characteristics
  • Owner-guarantor insights
  • Industry trends
  • Portfolio performance data

This creates more meaningful risk groups that allow lenders to tailor:

  • Approval strategies
  • Pricing
  • Exposure limits
  • Monitoring intensity

For example, two businesses operating in the same industry may present dramatically different risk profiles based on payment performance, utilization trends, or owner financial strength.

The more precisely a lender segments risk, the more confidently it can pursue growth. For CROs, effective segmentation is about more than identifying attractive borrowers. It provides visibility into where risk is accumulating, how exposure is distributed across the portfolio, and which segments offer opportunities for risk-adjusted growth.

But meaningful segmentation depends on the ability to distinguish risk within those segments. Two businesses with similar commercial credit profiles may present different levels of risk when the financial behavior of their owners or guarantors is considered. Incorporating additional credit insights can help lenders identify those differences and make more informed decisions about where to extend credit.

This is where blended credit scoring can add significant value. By combining business credit attributes with the consumer credit attributes of business owners or guarantors, blended scores provide a more comprehensive assessment of small business credit risk.

Consider the results of an Experian analysis of 3.4 million businesses with identified guarantors. When compared with the commercial-only Intelliscore Plus V2 (IPV2), the blended score demonstrated a KS statistic that was 4 points (13%) higher and a bad capture rate that was 4.5 percentage points (9%) higher.

For CROs, this improvement in risk differentiation can support more precise segmentation, helping identify opportunities for responsible portfolio growth while maintaining alignment with established risk appetite.

Pillar Two: Faster and More Consistent Decisioning

Speed has become a competitive advantage in small business lending.

Borrowers increasingly expect rapid responses and streamlined digital experiences. Long review cycles often result in lost opportunities. However, speed should never come at the expense of consistency. The most effective lenders automate routine decisions while maintaining clear governance around exceptions and escalations. This means using:

  • Predictive credit scores
  • Blended (business owner + commercial ) scoring models
  • Decisioning rules
  • Risk-based workflows

to ensure similar applicants receive similar outcomes. For CROs, automation is not about removing judgment. It is about applying judgment consistently and at scale.

Pillar Three: Continuous Portfolio Monitoring

Many institutions invest heavily in origination while underinvesting in portfolio monitoring. Yet the greatest risks often emerge after an account is booked.

  • Successful SMB lenders continuously monitor:
  • Score migration
  • Payment behavior changes
  • Credit utilization trends
  • New inquiries
  • Public records activity
  • Industry-level developments

These signals often appear long before traditional delinquency metrics.

  • Early-warning strategies allow lenders to:
  • Adjust exposure
  • Increase monitoring
  • Engage customers proactively
  • Reassess portfolio concentrations

The result is fewer surprises and more control over portfolio performance.

For CROs, the real value of portfolio monitoring lies not simply in detecting changes, but in determining which changes warrant action. Meaningful early-warning indicators, such as deteriorating payment behavior, credit score migration, or emerging industry stress, can help lenders prioritize reviews, reassess exposure, and intervene before risks become more severe. The objective is to create a monitoring strategy that supports timely, consistent decisions across the portfolio.

Pillar Four: Dynamic Risk Appetite Management

Risk appetite should not be static. As economic conditions change, lenders must continuously reassess:

  • Industry concentrations
  • Exposure limits
  • Growth targets
  • Approval strategies

Successful CROs create frameworks that allow the institution to adjust without overreacting. Rather than broad tightening or loosening, they use portfolio intelligence to make targeted adjustments where risk is increasing or opportunities are emerging. This creates a more resilient portfolio and a smoother growth trajectory.

A clearly defined risk appetite provides the foundation for sustainable lending growth. But for CROs, its value depends on how effectively it translates into measurable portfolio limits, approval criteria, concentration thresholds, and monitoring requirements. By regularly evaluating performance against these guardrails, risk leaders can make targeted adjustments as conditions change—protecting portfolio quality while preserving opportunities for responsible expansion.

Pillar Five: Analytics Infrastructure That Supports Growth

Growth decisions are only as good as the data behind them.

To scale effectively, lenders need access to:

  • Commercial credit data
  • Consumer and blended insights
  • Portfolio benchmarking
  • Model development environments
  • Forecasting tools

Advanced analytics platforms allow risk leaders to move beyond historical reporting and toward predictive portfolio management. Instead of asking what happened last quarter, CROs can ask what is likely to happen next quarter, and why. That shift changes everything.

Pillar Six: Regulatory

The distinction matters more than most institutions acknowledge, because the way a lending organization frames its regulatory obligations tends to predict precisely how well it performs under them.

This is not an abstract argument. The nation’s largest SBA lenders are making it in real time.

Mike McGinley, Executive Vice President of Small Business Banking at Live Oak Bank, the top-ranked SBA 7(a) lender in the country, put it plainly when describing the bank’s AI-driven expansion into small-dollar lending “Over the next few years, we want to build the business responsibly. That means paying attention to the credit metrics, understanding what the portfolio is doing as we add more loans.”

That is the posture. Build with discipline embedded from the start, not layered on at the end.

Regulators and internal audit functions increasingly require institutions to articulate not simply what a model decided, but the reasoning behind it to demonstrate that reasoning holds consistently across applicant populations. This is a standard that makes explainability non-negotiable in any SMB portfolio where blended consumer-commercial models are in use.

SR 11-7 establishes the governing framework here, and validation, independent challenge, and performance monitoring are most effective when built into the model development process from the outset rather than retrofitted after the fact, which is precisely why Experian designed the Ascend Commercial Suite with built-in documentation, back testing, and benchmarking to support governance workflows and examination readiness.

For CROs, responsible AI and advanced analytics require more than predictive performance. They demand documented methodologies, appropriate model validation, independent review, and ongoing performance monitoring. Experian’s Ascend Commercial Suite supports these analytical needs through capabilities for model development, validation, benchmarking, and results measurement, helping risk teams strengthen the information available for model governance and strategic decision-making.

“The lenders winning in SMB right now view compliance as an accelerator, not a constraint.”

What High-Growth SMB Lenders Get Wrong

When portfolios deteriorate after periods of rapid growth, the root cause is often not growth itself.

More commonly, lenders:

  • Expand faster than their monitoring capabilities
  • Rely on outdated segmentation approaches
  • Ignore concentration risk
  • Allow policy overrides to proliferate
  • Fail to recalibrate models as conditions change

The result is often a period of strong growth followed by unexpected losses and aggressive tightening. The most effective CROs avoid this cycle by treating growth and risk management as interconnected disciplines.

How Experian Helps CROs Scale SMB Lending Strategically

Scaling small business lending requires more than strong underwriting. It requires visibility. Experian helps lenders strengthen growth strategies through a combination of:

  • Commercial credit data
  • Blended business and consumer insights
  • Portfolio monitoring capabilities
  • Benchmarking and analytics
  • Model development environments

Commercial lenders increasingly need integrated analytics to understand portfolio performance, validate models, compare results against the broader market, and identify areas for disciplined growth. Capabilities available through Experian’s Ascend Commercial Suite can support this work by bringing together portfolio monitoring and blended scoring, helping CROs evaluate opportunities with greater clarity and confidence.

The goal is not simply to approve more loans. It is to build a healthier, more resilient portfolio capable of supporting long-term growth.

Growth Without the Anxiety

High-performing CROs understand that growth and risk management are not opposing forces. They are partners. When lenders combine smarter segmentation, consistent decisioning, proactive monitoring, dynamic risk appetite management, and advanced analytics, they create an environment where growth becomes more predictable. That may not eliminate every risk. But it does make scaling small business lending a lot easier to sleep on.
