Experian and Index Exchange give media buyers a more connected and simplified way to put audience intelligence to work. Through Index Marketplaces, buyers can access ready-to-activate Experian Audiences or Curated Deals through existing buying workflows while gaining greater visibility into audience, inventory, and campaign performance.

Key takeaways

  • Index Marketplaces brings audience data closer to media supply by applying audience data on the sell side before the buyer’s DSP receives the bid opportunity.
  • Media buyers can activate Experian data through ready-to-activate Experian Audiences or Experian Curated Deals.
  • Buyers can combine Experian Audiences with contextual or attention signals based on their campaign goals.
  • Experian Curated Deals package audience data and curated inventory into a single deal ID, simplifying setup and fee reconciliation.
  • Impression-level reporting can help buyers examine audience selection, inventory, and campaign performance in greater detail and apply those learnings to future campaigns.

Media buyers often select an audience in one system, buy media in another, and reconcile the two after a campaign. Experian and Index Exchange have worked to close that gap. During a Cannes Lions conversation with Paul Zovighian, Vice President of Marketplaces at Index Exchange, we discussed how Index Marketplaces brings audience data closer to media supply and gives buyers more visibility into each activation.

Why fragmented activation creates extra work

US programmatic ad spending will top $200 billion in 2026, and automated buys now often transact through direct deals rather than the open exchange. Programmatic buying gives media buyers broad choice, but each new data source can add setup, maintenance, and reporting work. Buyers often select audience data in one system and buy media in another, making it hard to connect audience intent, inventory, and campaign performance. That creates extra work around a basic question: did the campaign reach the intended audience in the intended media environments, and how did it perform?

What buyers need

For buyers, a useful marketplace starts with three principles: flexibility, customization, and control. Buyers need the freedom to select and combine the options that match each campaign’s goal. Data providers need clear control over how their offerings appear. A fourth principle, interoperability, connects the first three by helping those offerings work across platforms and channels.

Index Marketplaces adheres to these principles by applying audience data on the sell side before the buyer’s demand-side platform (DSP) receives the bid opportunity. Buyers can then use the audience and supply signals through their existing buying workflow.

“Flexibility, customization, control. If you’ve got those three things together, you’re on a good path.”

Designing Index Marketplaces with data providers

Experian has a hand in Index Marketplaces from the start. Index Exchange works with Experian on both ends of the platform: how providers configure and offer their data, and how partners discover, evaluate, and activate it.

Segment discovery and expanded segment attributes came out of that work. Together, they give buyers more information about each segment, so it’s easier to find the data that fits a campaign’s goal. Once a provider’s offering is in Index Marketplaces, media buyers and Marketplace partners can reach it through the programmatic workflows they already use.

“We designed the platform from day one with our partners like Experian. The platform can only succeed if we’re able to help other companies push the envelope on their solutions.”

Two ways to activate Experian Audiences through Index Marketplaces

Marketers reviewing audience profiles

Media buyers can activate Experian data through Index Marketplaces in two ways, based on the level of customization they need.

Ready-to-activate Experian Audiences

Experian participates in the Index Marketplaces Data Vendor Ecosystem. Media buyers can apply Experian Audiences available through Index Marketplaces and activate them through the demand-side platform they already use. This path removes buyer-side setup for teams that want a ready-made segment.

Experian Curated Deals

Experian Curated Deals combine Experian and partner audiences with premium inventory through a single deal ID that buyers can access through Index Marketplaces. This path packages data and inventory in one activation, simplifying setup and fee reconciliation.

How buyers can combine signals around a campaign goal

Media buyers can start with a campaign goal, then select the audience, contextual, or attention signals that support it. A buyer could pair an Experian Audience with a contextual or attention signal through Index Marketplaces, creating a more customized approach to identifying the impressions that matter for a campaign.

Person surrounded by connected audience data points

Index Marketplaces gives buyers a consistent activation workflow across supported channels, including web display and video, mobile app, native, and connected TV.

“It’s the sum of the ingredients that are going to really matter. It’s not one solution in a vacuum.”

Index ExchangePaul Zovighian, Vice President of Marketplaces

The reporting value: Impression-level visibility

Paul’s standard is blunt: it’s 2026, and aggregate reporting should be the floor, not the ceiling. Impression-level (or log-level) data records what happened on each impression, rather than summarizing at the campaign or channel level. Impression-level visibility can help media buyers examine audience selection, inventory, and campaign performance in greater detail.

The activation record can connect Experian audience data with Index supply, reducing reconciliation work across separate systems.

Marketers still decide whether a campaign met its goal. Impression-level reporting adds a feedback loop: assess, refine, adapt, and carry what you learned into the next campaign. Each activation becomes a stronger foundation for the next, for human teams and AI-driven optimization alike.

“Log-level detail should be an expectation. You don’t need to use it, but if you want it, you should be able to get it. It’s getting a receipt for every transaction.”

What this means for your next campaign

If you’re evaluating where and how to activate audience data, start with four questions:

Can you combine audience, contextual, and attention signals through one activation workflow?

Which channels support the audience, and what changes across those channels?

Which impression-level fields can you access, and how quickly can you access them?

How are data and media costs broken out, and what setup work still sits with your team?

Experian Audiences, or Curated Deals options, can give media buyers a more connected path from audience selection to activation through Index Marketplaces. Ready to see what your audiences can do on the sell-side?

Five considerations for the future of consumer connection

We spoke with industry leaders from Ampersand, Basis Technologies, Captify, Cuebiq, CvE, Fetch, Madhive, MiQ, and Samsung to gather insights on how innovations in data and identity are creating stronger consumer connections. Here are five key insights to consider. 1. Build on trust with first-party data Stricter privacy regulations and growing customer expectations mean businesses must rethink how they gather and use data. A robust first-party data strategy centers on gathering high-quality data, such as behavioral and transactional data. By using behavioral, lifestyle, and purchasing data, brands can craft personalized strategies that align with their goals. This approach balances effective targeting with building trust and complying with privacy rules. Integrating identity solutions like Unified I.D. 2.0 (UID2) and ID5 into existing data strategies improves interoperability across platforms while keeping user privacy intact. These tools help create more effective campaigns. “We’ve been preparing and leaning into educating our clients around the value of first-party data. These are very important and primary considerations in any of our campaigns.”April Weeks, Basis Technologies 2. Align metrics with business goals To demonstrate clear value, campaigns need to tie their outcomes to broader goals. Relying only on click-through rates or CPMs won’t cut it. Metrics that measure meaningful results, like driving sales or increasing customer retention, provide greater transparency than surface level data, like clicks or impressions. A continuous feedback loop between targeting and measurement ensures campaigns can be refined to better align with business objectives. This feedback helps marketers understand who they are targeting and how those audiences are driving key business results. Shifting focus to metrics that resonate with stakeholders ensures that marketing efforts are evaluated based on their true contribution to the company’s objectives. “The television industry has access to more data than ever before, and at Samsung Ads, our ACR technology helps us provide valuable insights about what content and ads are being viewed. This abundance of data enables us to support clients in aligning their campaigns with business objectives effectively.”Justin Evans, Samsung Ads 3. Personalize experiences to boost engagement Personalization drives stronger customer relationships by delivering tailored experiences to individual customer needs. Using data-driven insights to fine-tune offers and messaging makes interactions more relevant, strengthening brand loyalty. Combining behavioral, lifestyle, and transactional data provides a comprehensive understanding of the customer journey and ensures each touchpoint feels personal. Testing and iterating on personalization strategies also helps identify which data and approaches yield the best results. Scaling these efforts means customers receive the right messaging at the right time, and businesses see better outcomes. “Every business should be building a data strategy that thinks about the different versions of data that exist and how they bring that together. They don’t necessarily need to own all of it but have a clear rationale and strategy about where you’re using which data sets.”Paul Frampton, CvE 4. Utilize advanced measurement tools for smarter decisions Improving the effectiveness of campaigns starts with using sophisticated measurement tools to gain actionable insights. Using analytics like brand lift studies, foot traffic analysis, app download tracking, incrementality, and share of search allows marketers to understand the full impact of their efforts. With these resources, teams can pinpoint what’s working, make real-time adjustments, and refine their approach. This adaptability ensures budgets are used as effectively as possible. Learn how Swiss Sense measured marketing outcomes using Mosaic® “We are playing a leading role in democratizing new tools for local advertisers. By mimicking the marketing funnel mentality, we’ve introduced solutions ranging from measuring brand lift to tracking foot traffic and app downloads.”Luc Dumont, Madhive 5. Adapt quickly to stay competitive The only constant in advertising is change. Adapting quickly to new technologies and consumer behaviors keeps businesses competitive. A culture of agility fosters innovation, making it easier to respond to industry shifts and discover new opportunities. Companies that anticipate change and invest in modern data solutions position themselves for long-term growth. Whether it’s adjusting to privacy updates, exploring emerging tech, or staying flexible, businesses must continuously invest in adapting their platforms and strategies. “Falling behind is not really an option. There’s always a change in advertising and in data where there’s a new horizon. The people who stay close to that and innovate will always follow it.”Amelia Waddington, Captify Shaping the future Building meaningful consumer connections requires advertisers to combine robust data strategies with flexibility and innovation. By focusing on these five considerations, marketers can adapt to today’s challenges while preparing for what’s ahead. Connect with our experts Latest posts
